Martin Hefford

Martin Hefford, Chief Executive Officer

Martin has 20 years’ experience in health services planning and change management and has contributed to a diverse range of initiatives, including:

  • Integrated Family Health Centre development and locality planning in a number of regions
  • A range of programme evaluations and reviews, including for the Health Quality and Safety Commission, the Ministry of Health and Healthcare New Zealand
  • Service development plans for a range of services, including clinical genetics, gynaeoncology services and the Midland Region DHBs (Regional Clinical Services Plan)
  • Working with Kaiser Permanente on a HarknessFellowship

Martin has held a number of health sector roles, including: GM Integrated Care at Counties Manukau, Chief Operating Officer at Capital & Coast DHB; Group Manager Planning and Funding at Hutt Valley DHB; Senior Locality Manager in the Health Funding Authority; and Group Manager Mental Health in the Central Regional Health Authority. He has also worked as a Senior Advisor for the Department of Social Welfare, and within the NGO sector.

Justine Thorpe

Justine Thorpe, General Manager Practice Development

Justine has 14 years’ experience in working within primary health management with a key focus on reducing inequalities and practice development.

Areas of Responsibility:

  • General Practice development and relationship management across Wairarapa, Kapiti, Porirua and Wellington 
  • Facilitating change management and new models of care across the network
  • Managing accountability and performance on General Practice service level contracts

Mabli Jones

Mabli Jones, General Manager Service Development 

Mabli trained as a nurse in London in the 1980’s, specialising in the care of patients with HIV/AIDs. She subsequently worked in a variety of roles across the National Health Service, in general management, education and service development programmes in both primary and acute care.

In 2014 Mabli moved to New Zealand with her family to take up a two-year opportunity to work for Pinnacle Health Network as a General Manager. This visit has now been extended to a longer stay, and she moved to Wellington in 2017 to take up her current role as General Manager – Service Development at Compass Health.

Her discovery and passion since arriving in New Zealand is waka ama (out-rigger canoeing ), and she recently returned from Samoa, where she competed against international crews in a 5 day competition.

Pamela Wahlers

Pamela Wahlers, GM People & Culture

Pamela is an HR professional with extensive experience working in cross-cultural environments across a wide range of disciplines. Originally from the Waikato where she established an HR and Career advising company she has worked with a variety of tertiary and health organisations as well as corporates. Pamela has a Bachelor of Social Science majoring in IR/HR, Post Grad in Career Development and is an accredited Myers Briggs Practitioner. She enjoys both the strategic and operational sides of HR and has a particular interest in change management and learning and development.

Prior to her role with Compass Health, Pamela was HR Manager for a tertiary institution in the Middle East. There she learned to work effectively with diversity in a complex and challenging environment.

Bronwen Warren, GM Clinical Services

Bronwen has over 20 years’ experience in health, in a variety of clinical and managerial roles, both nationally and internationally. A key passion  is the promotion of equity and improved access to services within primary care, with a focus on service integration. Clinical services have a been a focus of all roles Bronwen has held in primary health organisations and she values the contribution these services can provide to patients and general practice.
