Martin Hefford

Martin Hefford, Chief Executive Officer

Martin has over 20 years’ experience in health services planning and delivery.

Martin has held a number of health sector roles, including: GM Integrated Care at Counties Manukau, Chief Operating Officer at Capital & Coast DHB; Group Manager Planning and Funding at Hutt Valley DHB; Senior Locality Manager in the Health Funding Authority; and Group Manager Mental Health in the Central Regional Health Authority. He has also worked as a Senior Advisor for the Department of Social Welfare, and within the NGO sector, and was awarded a Harkness Fellowship in 2013 to work with Kaiser Permanente in the USA. Martin has three grown up children – all boys and all Wellingtonians.

Areas of Responsibility:

  • Overall performance of all aspects of the Tū Ora Compass Health and associated PHOs.

Alistair Vickers

Alistair Vickers, Chief Information Officer

Alistair has almost 20 years’ experience working in IT, including roles as CIO for MetService and Wellington Water, IT Manager for Plunket, CTO for Parliamentary Service and Technology Manager, Metering for Vector. Alistair moved to New Zealand in 2003 from the UK, after a varied career in teaching, merchant banking and IT – amongst others. He spent five years in Chad and Algeria as a boy, and has worked in France, Germany, Israel and Australia, as well as the UK and New Zealand.

Alistair’s main areas of interest are in the innovative use of technology to drive new opportunities for service improvement and benefits realization into all organisations and their customers. He was an early champion for and adopter of Cloud Computing, and Smart Metering and the Internet of Things in New Zealand. Nowadays, the focus is on using Business Intelligence and Big Data, Agile/Lean practices, social and mobile integration to improve collaboration and create an environment for success.

Areas of Responsibility:

  • Develop, maintain, and support ICT systems that support Tū Ora Compass Health strategic initiatives
  • Oversight and management of the ICT Services department

Bronwen Warren

Bronwen Warren, General Manager Clinical Services

Bronwen has over 20 years’ experience in health, in a variety of clinical and managerial roles, within primary, secondary health services and the private sector. Bronwen trained and worked as a nurse in the UK and subsequently worked in Canada. A key passion is the achievement of equity and improved access to services within primary care.

Clinical services have been a focus of all roles Bronwen has held in primary health organisations and she values the contribution these services can provide to patients, general practice and the community. A focus of Bronwen’s role is the integration of clinical services to ensure best outcomes for patients.

  • Developing clinical services to achieve strategic initiatives
  • Service integration
  • Nursing / workforce development
  • Oversight and development of new service delivery initiatives for general practice

Justine Thorpe

Justine Thorpe, General Manager Practice Services and Population Health

Justine is an experienced health sector leader with 15 years’ experience in primary health organisation senior roles. She has a strong commitment to achieving Māori health equity and a genuine passion for making a difference to the community she serves.

Justine and her three teams covering practice relationship management, quality and Māori and population health cover Wellington, Porirua, Kapiti and Wairarapa.

Areas of Responsibility:

  • Improving the health of the population and achieving equity through the implementation of Te Rautaki Māori and the Tū Ora Population Health Strategy.
  • Ensuring people have access to quality primary care through the development and implementation of an annual General Practice quality improvement programme.
  • Enabling General Practice teams to achieve accountability and performance expectations on service level contracts.
  • Supporting change management and new models of care across the network.

Liz Stockley

Liz Stockley, Director Primary Care, Wairarapa

Liz Stockley joins us with a background in health and broader public services. Liz was the CEO of Health Hawke’s Bay - Te Oranga from 2012 until late 2017 and worked concurrently as GM Primary Care for Hawke’s Bay DHB. Liz was also on the executive team for the former PHO Alliance. Liz has provided consulting services to several public sector and not for profit organisations, including: ACC, Cranford Hospice, Presbyterian Support East Coast, Arohanui Hospice, Hohepa Homes. Liz has a Master’s Degree in Information Management and an MBA. She is on the National Board of Girl Guiding New Zealand.

Liz is passionate about building strong relationships across the sector and ensuring the focus is on what is right for the individual and whānau.

Areas of Responsibility:

  • Leading Service delivery, strategy, relationship management, performance and budget for Tū Ora Compass Health in the Wairarapa locality
  • Ensuring high quality, sustainable, integrated primary care services are in place in the Wairarapa
  • Key Liaison point with the Wairarapa DHB and part of WDHB Executive team by invitation of the DHB CEO

Lynn McBain

Lynn McBain, Medical Director

Lynn is a Wellington GP and practice owner who has been involved with organised general practice since the inception of WIPA in the mid 1990’s. She was an elected member of the Tū Ora Compass PHO Governance Board, stepping down in 2016 so she could take up the Medical Director in 2017.

Quality in primary care practice is a strong interest, particularly using data to drive quality improvement. She is also sees it as very important that all practices in the PHO are assisted and supported to achieve the best outcomes for patients.

Areas of Responsibility:

  • Oversight of the quality program for primary care
  • Linkages with other PHOs locally and national re quality initiatives
  • GP advice about the PHO programs and reports

Mabli Jones

Mabli Jones, General Manager Service Development

Mabli trained as a nurse in London in the 1980’s. She subsequently worked in a variety of senior roles across the National Health Service, in general management, education and service development programmes in both primary and acute care.

In 2014 Mabli moved to New Zealand with her family to take up a two-year opportunity to work for Pinnacle Health Network as a General Manager. This visit has now been extended to a longer stay, and she moved to Wellington in 2017 to take up her current role as General Manager – Service Development at Tū Ora Compass Health.

Areas of Responsibility:

  • Future General Practice related commercial services
  • Leading the Lean Development across the organisation and
  • Strategy deployment/PMO.

Pamela Wahlers

Pamela Wahlers, General Manager People and Culture

Pamela is an HR professional with extensive experience working in cross-cultural environments across a wide range of disciplines. Originally from the Waikato where she established an HR and Career advising company she has worked with a variety of tertiary and health organisations as well as corporates. Pamela has a Bachelor of Social Science majoring in IR/HR, Post Grad in Career Development, is an accredited Myers Briggs Practitioner, Mediator and Executive Coach. She enjoys both the strategic and operational sides of HR and has a particular interest in change management and learning and development.

Prior to her role with Tū Ora Compass Health, Pamela was HR Manager for a tertiary institution in the Middle East. There she learned to work effectively with diversity in a complex and challenging environment.
